Entrusted with the task of carrying out a comprehensive probe into IPL-2013 spot-fixing and betting scandal, Justice Mudgal Committee informed the Supreme Court on Monday that it has completed the probe and that it was ready to submit its final report.

Senior advocate Raju Ramachandran appeared before a bench led by Justice T S Thakur and sought permission of the court to file the report in a sealed cover envelope. The counsel for the probe panel said that they had been granted two months’ additional time to finish the probe and they have done so.

The bench allowed the request for submission of the report, which will be taken up for hearing on November 10. The report is likely to focus on the alleged role of ousted BCCI chief N Srinivasan, his son-in-law Gurunath Meiyappan and 12 cricket players, against whom certain contentious findings had been recorded by the probe panel in its first report.

The police is already investigating the criminality aspect of the corruption cases relating to the IPL-2013. If Mudgal panel report also indicts certain persons, the court would have to take a call on whether to wait for the police to complete its probe and file its chargesheet before a designated trial court, or issue some other necessary orders on an urgent basis. The report is also expected to refer to police investigations.

While placing on record the findings against 12 players, the first report had said that neither its term of reference asked it to probe these players nor it was equipped with the required investigators and other resources to carry out any investigation against them. Following this submission, the court had in May asked Justice Mukul Mudgal to go ahead with its probe and issued necessary orders to equip the probe panel with investigators and resources.

Meanwhile, Justice Mudgal expressed satisfaction over the the panel’s work. He, however, refused to say anything about the content of the report.

“It is up to the Supreme Court whether it finds our work satisfactory. We complied with the order and have done a good job. However, the report has been filed before the court and further it (SC) will decide the course of action,” he said while talking to NDTV.

He also said that the panel members were not under any kind of pressure during the probe. “We have done our work and now it is up to the Supreme Court to do justice in the matter,” added the former Delhi High Court judge.

The court had on September 1 rejected Srinivasan’s plea for reinstatement as BCCI President saying he cannot be allowed to take charge till he gets a clean chit from the Committee, which was probing him and others in the matter. The bench had said that probe was going on and Srinivasan could not be allowed to function as BCCI President. Also expressing displeasure over the pace of probe, the court had asked the panel to complete its investigation within two months.
