One of the first cases of conflict of interest that the Indian cricket board appointed ombudsman justice (retired) AP Shah will look into pertains to two former India cricketers Vijay Dahiya and Rahul Sanghvi — both holding posts with the Delhi and District Cricket Association (DDCA) and as well as Indian Premier League teams. Dahiya, the former-wicket keeper batsman is coach of the Kolkata Knight Riders as well as the senior Delhi team, while Sanghvi, a left-arm spinner, is the manager of the Mumbai Indians team and a senior selector of Delhi.

According to a senior BCCI official, the conflict of interest case of Dahiya and Sanghvi was brought to the notice of the ombudsman. It is also learnt that the conflict of interest issue regarding the many hats DDCA and BCCI vice-president CK Khanna wears will be shortly forwarded to the BCCI.

In addition to being the vice-president of the Indian cricket board and of the state association, Khanna is also the convenor of Delhi’s Under-14 team.

In cases of conflict of interest, the person raising the issue must first write to the BCCI, which in turn will forward it to the ombudsman. In an effort to remove obvious conflicts of interest, the BCCI at its annual general body meeting dropped Indian Team Director Ravi Shastri from the IPL Governing Council and axed Roger Binny from the selection panel. Binny’s son Stuart made his Test debut last year. The senior Binny was part of the selection committee at that point in time.

The BCCI rules on conflict of interest state: “Every complaint regarding Conflict of Interest shall be decided by the Ombudsman appointed by the Board within a period of 30 days from the receipt of the complaint. The decision of the Ombudsman will be final and binding.”

At the AGM, the first chaired by BCCI president Shashank Manohar, the members of the Indian cricket board had in principal accepted the conflict of interest reforms.

The justice Lodha committee report into reforms required in the Indian cricket board is set to be submitted on January 4 to the Supreme Court.
